A collaborative tool

In the administration in Pully, a software program implemented in 2006 is currently used to manage the minutes of the Municipality.  Useful in particular for the follow-up of decisions (for execution, for information, etc.), it allows to build a session in a collaborative way, such as a shared work document. It can also, ideally used, significantly reduce paper. Unfortunately, this solution has aged and does not offer the flexibility, security and ease of use of current tools. The tendency to work away from the office has only exacerbated its shortcomings. A new solution was therefore sought by Pully’s IT Service.

Artionet, based in Jura, is a young company specialized in web technologies that has developed a specific tool for the canton of Jura. Several exchanges took place with this service provider in early 2017 to assess the potential for collaboration. It quickly became clear that cooperation between several municipalities would provide an ideal context for developing a new suitable tool. In June 2017, the City of Pully invited IT managers and municipal secretaries from cities such as Yverdon, Prilly, Nyon, Payerne, Lutry, Morges and Lausanne to present the project. With this simple idea: share the development of a common tool. To share costs, of course, but also to standardize good practices. As a result, 9 municipalities have decided to board! Grandson, Gland, Ste-Croix, Belmont, Renens, Yverdon, Prilly, Nyon and Pully.

The development of the project took place between Apring 2018 and Fall 2019. This solution will be officially in production in January 2020.

In addition to the ergonomic and functional aspects (reading, note-taking, accessibility on all current platforms), particular attention has been paid to security: content streaming, double authentication (when used from outside), encrypted data.

In order to bring the solution to life and ensure its evolution, an exchange platform will be set up, which will allow each customer to propose and share ideas for improvement. They will then be evaluated by a committee composed of different common clients who will decide which ones will be taken into account in the new versions.
